gives better rep towards npcs the different sex. so if you are male it makes it better to trade with females and vice versa.

Increases reputation towards opposite sex, it will for example alter the prices for merchants, not sure about quests ... though female => sex appeal => metzger => slave run is worth the try ( might be that you can still take the quest after failing, dunno )

Tried with metzger, doesn't work. Must be purely for barter prices, even then the bonus is negligible.

anything past 6 str is wasted (16 hex, 5 str gets you 15 hex), heave ho is the only perk that extends the range

Where I can find the BoS npc that will give me plasma pistol blueprint for a gun runners package? I think I tried everyone in BoS base, but no luck.
