i can answer how it is from my point of view:

1 everyone have own crafter thief and so on so nobody leches anyone
2 crafter only to craft which is boring and takes long time... blueprint finder alt is needed
3 big guns i dont know but energy are the easiest to get from all, same with ammo for em and their effectivness is awesome this season
4 yes, nothing changed here
5 i believe just few more seconds to trade, basic time is just added here
6 yes they do,all of em are needed

8 over 100: outdoorsman barter speech steal sneak science ,not worth: all other besides fa doc repair

10 only for suicide, they happen rarely couse of lack of detonator parts

12 yes, most efficient is turn based fast shoot energy spammer for farming encounters

However, mines have a certain amount of ores/minerals that you can gather until they are depleted. When you want to mine, pay attention to the message you get in your textbox. If it says "the resources have been depleted", there's no point in clicking any more. But you can try with a different rock in the same map (example: in the NCR mine one of the rock sceneries can be empty, but the one next to it might still have some ores). Resources appear again in mines after some time, I personally don't know how much exactly.

300% sneak +ghost gives more than 300% sneak and 10 PE can see you on less than 15 hexes and 10 PE+SS can see you on less than 21 hexes. Noticed after one sneaker at NCR tested my sneak. And then I tested it myself at base with my 10 PE bomber alt. At plain desert he saw me on 15 hexes (it's ok), but behind barrel on 11 hexes. I believe that if I would eat stealth boy and stand near wall, he wouldn't see me at all (on 3 hexes I mean).

In other words ideal build will be 300% sneak, ghost, stealth boy and be behind barrel, that will give you 450% sneak.

doesn't work.

So here's a question:
Is it a bug or mistype in changelog?

Also I can remember words of one GM who said that he doesn't believe in 300% cap, now I understand what he meant :D
And really, how this could happen.

Not in my knowledge,and that would probably mean nope.
But i would give a try to the shi guard skin (very unlikely anyway) and the long haired ian like one.
