guy only sells guns?  he wont buy anything that Isn't a gun or a gun that he doesn't specialize in.  resulting in 0 caps.

Also, some merchants are more picky about the items condition.  I found a very nice trader that buys small guns and armor, armor being any kind and any det he will give some cap(s).

Where should I sell weak healing powder?

I have been to New Adytum, Hub, Junk town, NCR and none of the vendors are offering me money even when they have over 1000 caps.
