I was going to buy a merc with lsw. but after I choosed what merc I wanted the guy said that u arent good enough and he is not sending any mercs with me. And after that I noticed that I coudnlt buy any mercs at all. Even though I had money. I have 3 charisma. And I have already purchased one merc before. And I got this merc alive in my tent atm. Is that the problem?

Yes npc followers count towards your limit whether or not they are currently pottering about with you.
Pop some mentats and you can hire another merc, once paid for you can carry both with you without needing to constantly consume mentats.

You can take mentants to get a 2nd merc. After you have 2 BG mercs, I suggest you give them rocket launchers and go hunt some mantis/pigrats/molerats in real time to get your mercs some lvls
