I did suggest a good solution for dead problem some time ago:
you lose XP equal to 5% of the needed to lvl up (at lvl21 it will be the 5% of 22,000xp)
sounds harsh? NO

we really need a feature like this, something that makes dead something more than a interaction between characters

Problem with xp loss is that if you lost it during death, you'd just go kill centaurs or molerats for a while and then return. Death needs to hurt yes, but it shouldn't take players away from interaction with others. Because that's what levelling is: lonely grind. Besides, minmaxed pvp powerbuilds would have the easiest time since they can farm xp fastest.

So you mean that the only interaction with other players in Fonline is to kill between they?
you cant lvl-up with friends, or farm, or go to x place for fun, or recolect stuff to craft, or destroy Necropolis. winning xp in the process?
do you know that the 90% of my best fights happen in the lvling lands? (like the molerat area left of NCR, or the ghoul area near Necropolis)
did you ever see the game like something more than grind and farm pixels and kill pixeled humans?

Still abusable, you could still just kill your teammate before you go to bed, and get monies next morning.

I had a thought. What if setting a bounty required some sort of mini quest that took some time and some caps. Then if you are killed by someone that spoke to the bounty person(maybe got a writ or something) you have to do some mini quest to be able to respawn. The number of bounties and the amount could determine the difficulty or the time for the respawn quest. Makes the whole thing take a more time on all sides and will hopefully be used primarily as revenge, which I think is a great usage.

ps
Another thought is if you have a bounty on your head NPC bounty hunters should attack you in the random encounters and unguarded cities.
