The vault sounds good but I would prefer a simple nomad tribe who leaves at a place similar to Arrayo which could be left by the player if he speak to the bridge keeper. The place could have some quests a hunting ground (trees and flint) a cave filled with rats and there would be a traveling merchant too who would sell some low level guns like pipe rifle and would have some materials like iron and mineral. The player could shovel shit at a brahmin pen.
The merchant would be there to give some info about the game could be changed to another character like an old blind man who lives with the tribe or could be one of the tribesman who gives info. The thing should be that a player can stay there as long he don't attack the tribe and other players or if he choose to leave.
Each tribe should have place for 10 player more would be too much for such a small location.

No,I think a city or a Vault is better.

Sure starting out is hard but thats also what sets it apart from a lot of other games. Getting a ten and a couple of smgs is as awesome as getting the ZOMGENDBOSSPaWNZORSWORD is in any other game.

It is true for some players, but there are many people that feel sad if they die xx time in the beginning of the game, so some nice, safe town, with no harsh encounters around would be a very good place to start for new guys.

They're in every other successful game out there, perhaps it's not such a bad idea. 

Even if the 'area' can't be 100% safe, maybe there could be a way for low lvl players to be safe.  The suggestion in my sig, and a few other suggestions around have different ideas how that might be accomplished.

Wrong. In Eve Online for example, you can fight and attack everywhere. But in some areas, powerful guards kill you for that. Exactly like in fonline.

But in FoOnline a idolized thief can steal everything in NCR and if someone try to kill him,the guards shoot at that someone non at thief  >:(

The newplayers need a training area,a little Arroyo or something like this.

I've done 4 levels in the game and only after i became aware of the tends,thanks to the wikia.

Trust me,you can't draw new players unless you do a safe area.

100% safe places will never happen in the game.
I heard players are being griefed and killed in their own starting shelters and quest locations.

If they attack the dog, ghoul, or caravan merchants they can still be killed, so it isn't 100%.  :)
