Errr, not so much, depends if you're used to leveling.

Needler Pistol, .44 magnum. But you can still use DKS, you will have a big penalty, but with enough skill and not from max range, it should do the job.

Not really, we have drugged builds ;p

As Crazy said, you don't want to avoid jet if you want a good sniper build.

Btw sniper rifle is a bad weapon for leveling, I leveled all my snipers with 10mm pistol until lvl 21. Why? It has low ST requirement (only 3 instead of 5), an eye shot costs 6 AP (instead of 8 AP) and it's easy to obtain. You can use buffout on your first levels so you will have ST 4 (which means no ST penalty).

So my advice: grab 10mm + some buffout & cigarettes and go hunt molerats. You'll see it's not that hard.

I have not decided what to use yet but drugged up build with jet cigs is a blue suit killa.
