sneak - as OP

steal - you have a chance to hijack the train

traps - you have a chance to derail the train killing its passengers

doctor - you have a chance to inject a poison to the ticket inspector killing him within minutes and enabling a free fare

outdoorsman - you have a chance to dress a deathclaw and freak out the ticket inspector

lockpick - you have a chance to lock your compartment disabling the ticket inspector to come and throw you out

gambling - you play with ticket inspector for paying or not paying the fine

big guns - you have a chance to meet nasty ticket inspector and pay double for your big stuff

barter - you have a chance to lower the cost of the ticket

LUCK check - you have a chance to avoid ticket check and go for free
