I've been playing Fonline for about 1,5 years, but since the time i've runned it 1st time till today i haven't seen any kind of good balance. Of cource there were some small changes and some really awesome things like mines, but weapon and armor balance still needs rebuilding. In that case i want to say what i think is need to be done:
First of all Fallout's online like fallout's 2 weapon balance is baced on single player.
So there are no weapon classes. Of cource we have big guns, smal guns, etc, but these weapons have wide range of damage. Pistols are low lvl weapons, then rifles, laser and plasma and in the end big guns. But it's a single player balance. Because of that all 21 lvl use Avenger, launcher or sniper rifle. Other weapons are useless.
Thats why fallout needs weapon classes. i. e. 10mm small guns pistol should be in balance with some kind of big gun weapon and energy weapon.
I dont mean that pistols should have the same dmg that MGs, but BG, Enrg and SG of the same lvl should have close DPS. The same should be with the other "levels" of weapons. So there will be a reason to make 21 lvl energy sniper with a good weapon, not with a laser rifle that deals 5 dmg on metal armor when avenger makes 160. And level restrictions will be graet too. Because in my clan many noobs 3-7 lvl were wearing BBB to kill hi lvl mobs.
So i hope developers will make better balance for us,players, to enjoy really good play.

Example of simple classes' balance.

Sniper rifle МК1 (the Loss 2. Demands points of action 5)
Pistol МК1 (the Loss 1. Demands points of action 2.5)

Sniper rifle МК10 (the Loss 10. Demands points 5)
Pistol МК10 (the Loss 5. Demands points of action 2.5)

It is very rough example. In game it is more than naturally parameters and the balance will be more difficult. But about balance on classes looks so.

nah, i think you are wrong. Dont forget that some weapons are suppose to be low tier while others high end shit. I do not like the suggestion too much :)

Maybe, but most of other online games' developers think that ALL classes of weapons should be useful and balanced.

Then go and play those online games with tanks, buffers, healers and damage dealers who wearing the same items of each class and have the same attributes and skills dependant on class.
About items. After playing FOnline I can't playe games where items are leveled, because that's stupid, it totally kills all interest of game. Items shouldn't be persistant, they should be dynamic, used by all players, it means: full drop on death, no level requirements, little gap in strength between worse and best item.

Oh yeah, thats really intresting when u use 2 or 3 weapons in game. Launcher, avenger, sniper ang plasma grenades. Other weapons are almost useless. And do u think it's an interesting gameplay? I dont.

It's top tier equipment for PvP.
After you suggestion it'll stay like it is now, because there will be only max lvled characters and they will use the same top tier equipment.
You find it interesting?

Not important that is also that isn't present. And what game. There is a primitive mechanics applicable to all projects.

And it is not important that excites you. Important that the majority excites. It ММО. There is no sense in ММО to play to one.

The mechanics should be adequate. Division should be on classes. There should be a long bleeding. Game quickly bothers if there is no growth.

That that distributions on levels of the weapon aren't present besides limits growth. Game quickly bothers and becomes monotonous.

I play game of one and a half year. Was engaged in a management of clan АМР. Also I can tell with confidence that the most part of the left players will agree with me.

You find it interesting?
It is necessary to shake not 5 hours prior to a maximum lvl.

The balance on classes does claimed different types of weapon. And not just the heavy weapon. Enters more variants of characters. And as consequence does game more demanded.

Yes, a bit.
But what balance there? You don't want BGers/EWers to use laser rifle and flamer from beggining to kill cents?
About what you said that low lvl characters using BAs to kill strong mobs, hahaha, let them do it if they want, there's nothing bad in it, if only they hunting in some dead place where are no players, because if someone enter encounter and see 40 HP guy in BA he will be happy that such low levels are avaible to use such armor.
So your suggestion is: low levels are using 10mm pistols and leather jackets to kill mobs, then they are raising to 21st level and again can use all? If they are equiping BA on 1st level, there's voice in his head tells him "You're too weak for this, noob" and removes armor from him. How it can make your gameplay better? You'll find it entertaining? You won't leave FOnline if only you'll be unable to use BAs and laser rifles on 1st level? But stay in game if you'll see every low level running with 10mm pistol and jacket?
Classes? There're already classes, characters are limited, if you're sneaker, you're sneaker and nothing else, if you're burster, you're burster and nothing else, if you're thief alt, you're thief alt and can't do anything, if you're lockpicker, you may only lockpick, if you're sniper you can do only aimed shots, if you're crafter you may only craft, if you're crafter with combat skills then you again can only craft.

all classes of weapons are useful, just not all weapons in these classes... And i think this is how it should be.

At some point eventually, all weapons will have its use and up/downside.
