It's funny to see, how people are used to play with a poor balance, and now they think, that it is balanced already :) Nothing personal, just my 5 cents about discussion.

Concerning this suggestion: if I remember correctly, developers said that after wipe all weapons in the game will have a weapon perk, which would shorten that "gap" between high-tier and low-tier weapons. So, most of them, if not all, will be in use.

I totally disagree with AMP.

Only sniper rifle/avenger/rocket luncher are good?

I see only sniper rifle users in real time combat modes, in enounters sniper is a waste of AP cose 223 pistol is same/better. I use only sniper rifle when someone is pulling back and i need long rage to "catch" him.
ALSO 14 mm pistol is very good for sniper build in enounters ( i use 223 pistol and 14 mm in side arm)
ALSO 14 mm pistol is used very often by criplers
ALSO Sniper rifles are not so common - that is why people use other weapns
ALSO p90 is very good gun witch  was not mentioned by you.
ALSO it isa nice to have alrnativefrom lsw/minigun like m60 ( which is easy to hunt/hunt for 7,62 ammo) when shoting to npc/mobs - you don't waste precious ammo
LSW is better than avenger - but very often it depends on situation ( range/number of enemiez/ type of armor etc).
ALSO rocket luncher is a poor weapon in 1 vs 1 fight
ALSO other weapons have their advatnages. Even simple smg, hunting rifle, shotgun, FAL, ASSAULT rifle are good weapons when leveling up ( obviously not at 21 lvl when considering pvp).
So everything depends on situation/purpose.

Only shotguns should be changed to make em useful.

There are lots of good guns. For example Plasma Pistol is excellent weapon, and can kill suprisingly fast. However you'll find it's useless as soon as you see the stupidity called Light Support Weapon. Same way you cannot go with assault rifle, because it has virtually no chance vs sniper rifle and etc.
It's questionable how is it going to look, but till sniper rifles KO/IK people at insane range, and LSW/AM do insane damage at low range other weapons will hardly find any use.

At some point eventually, all weapons will have its use and up/downside.

shitty weapons upside is their low price, i think that this is enough :)

Balance isnt as easy as it sounds. Someone proposed in this thread balancing weapon with different AP and DMG. But you forgot range, penetration, burst/single/splash, ammo cost, weapon cost, weapon perks. You need to take into consideration all of it.

I bet that as the game develops, guns will be more and more balanced. Lots of games have problems with balance and they are solving this problem since the release of the game itself. I must say, nowadays, we have more balanced weapons than we had before.

To balance for example small gun bursts vs bg bursts new mechanics for combat must be implemented. Small weapons are generally easier to manouvre with, be fired faster, from more flexible angles and positions than big weapons. The game doesn't have any features to represent that.

What comes to burst weapons vs crippler guns, burst guns need similar build-dependent abilitity as snipers have. For example burst weapons could break armors significantly faster or have some completely new feature to represent the effect of someone being showered with bullets.
