Not if you aim to the eyes.  especially not  at max range.   You need about 200+

sniper build with 6 luck ? Doesnt sound too good man. Also for sneaker its vital to have silent running and ghost perks, also if you want to be sneaker and sniper i imagine you should have 10 IN and skilled trait and still the values would hardly match the limit you are trying to reach.

you can always go for a big gun sneaker ( I know it sounds fucking stupid ) but they're pretty badass.
