And dont try to lie to yourself, we all play this game because we wat to kill people and not go to jail. xD
Well, useless to recall that we dont have the same game approach.
But here is not the problem, as it still in the game universe.

The problem is only when some player fun is only to busy other. Speaking here about player, and not character.
It breaks all the game sense.

Players can do whatever they want as long as there's consequences. It might seem that pks don't get consequences from their wrongdoings, but if you look at the town control list the dominating factions are anti-pk. Players who don't dedicate their life making it harder for others.
Pk-gangs happen to make more enemies than friends and it eventually backfires. Doesn't help the lonely nuub too much, however.

Another point of view could be mechanics vs player-driven justice. In ncr any evil bastard can walk around if he keeps the rep at bay. In Redding the players will remember you and what you did, they spread the word and soon he's shot on sight. Selling crap to shops or first aiding npcs won't protect you, only true apology. And even then there's still suspicion among the people who you wronged, these are true consequences. Downside is human error and the fact that mechanics don't support player-driven justice.

I can't think of a good way of adding consequences without interfering with TC. We can't have militia gunning down psychopaths because they can't differentiate between murder and a raid. I don't give a shit about TC, and would much rather see Domination totally replace it, but I can understand why people don't want it interfered with.

I'd like some kind of worldwide reputation thing - like the 'Bezerker' from the originals. But again, you have no way of differentiating between self defense and cold blooded murder.

It's not that much of about tc but knowing who's who.

Mechanics will always be abused, that's so clear there's not even need to explain why. Players themselves are best law upholders, but also the worst. We're pretty succesful in Redding when it comes to finding out who's naughty and who's not.

Achievements wold make the game more interesting and based on those achievements some karma perks wold go a long way towards gameplay.

Yes! Kind of sucks when you are gundown next to 5 militias or next to the bartender with 7 other npcs in the bar and the militia just watches the show... if it was New Reno I could understand but not even there because the mobsters could not afford to lose a potential "customer".

Yeah, I think people get the wrong idea about Reno because it's run by crime families. They exist in a vary precarious balance of power - if people start getting shot, that balance risks getting thrown out of whack. They're going to come down hard on that. If they didn't, blame would start getting tossed around, and there's a chance everything would come down on their Family.

Nor does it being unguarded improve it in any other way. Just ensures that it's empty.

Wen I first started i thought that people will build a very good community Pks will be like riders in groups or solo, they will raid towns, caravans and stuff like that and others help build, become traders, fight the raiding partys, explore (you get the ideea).... traders will travel from city to city SELLING stuff... maybe some dungeons, new items, special things... I was kind of disappointed when I got deeper in the game but I still have hope and the thought that nothing comes easy (except in the game  :) ) and things will change (its still beta after all).

Best achievement is to achieve the trust of other players. No mechanical achievement will force players to trust others.

What's needed is to tell militia to shoot enemies of faction and protect friends of faction. A new kind of status is required: a gang friend who doesn't see the base, but is protected by militia and gang's mercs.

I've been there my friend, belive me.
It's not an easy game and you will rage quit some times.
The best way to survive is to get some friends on FOnline.
You can, If you want, join TWF a.k.a The white flag.
We fight for peace and justice and we are an anti-pk gang.
At the moment we are a non-official gang, this means we don't have
a base at the moment and we are not in the system. But we will get that
as soon as possible. And we still have events, meetings and alot more fun!
We help eatch other and support eatch other. We help new players and teach them.
Everyone is welcomed to join TWF (with some small requirements), and you will be able to join.
I'm not a high level super experienced player with alot of skills, but I have alot of potential and leadership skills.
And my experience with FOnline will do the trick. Anyway, if you don't want to join my gang, try to find some friends
atleast. Or join one of the other gangs. And don't listen to the "experienced" players who only cares about lvl and caps...
Even a bluesuit can lead the biggest gang. Take care my friend.  :)

It's a bit offtopic but could you tell where did you learn leadership?
I've been playing various online games where I owned my own communitys. I've been an administrator on alot communitys and I even own some off them. I am sorry but I cant tell you any names due to the forum rules. Also, I have led alot of factions on various games. And I love to lead and moderate things. I have alot of spare time and potentional, so I think I will suceed. I hope this answer pleased you, have a good time :) :)
