ofc ur unprotected status would be of a small duration..5 min would be enough to stop thief spam

forget about rep.. that as nothing to do with it

u steal/shoot in a guarded city you get unprotected and every1 should see it.. but only if your not sucessfull in your actions

if u fail u can still enter tyhe city but youll problaby be shot.. so i would have to wait out to enter that particularly city.. giving so time for the others players to be relax.. u might not loose any items in doing.. but it will cost you time :P

So you suggest everyone is psychic and gets some kind of vision about past events when they enter a town?
If you weren't there, you can't know who's protected and who's not. It's as simple as that.
Also with the current situation all you need to do is to die to get protection back.

If you shoot a protected person, you'll get unprotected. To the shooter that might actually be a successful action. Still the shooter loses protection as it should be.

-1 and not just because i know you Ulrek :P

1. The multihundred rep drops is a bit extreme because of the useage of thieving characters. This would completely rid the idea of using a thieving character because you would lose so much rep you would never be allowed back into town.
2. If they were to make it to where no npc's would talk to you at 1500 and caravans/army would still attack you on sight then this would be fine but the idea of ncr is for everyone to be welcome which is where thieves get their use. If ncr/hub/junktown will shoot the character on sight of stealing just a few times in each place then the character will become useless considering stealing in the wastes isn't done with a stealing skill check, it's done with a small guns/energy weapons/big guns/unarmed/melee weapons skill check and the weapon :P

Conclusion to opinion: if this was to happen then at least make ncr/hub/junktown not able to have guards shoot on sight just because of low reputation.

Oh, i forgot to mention something here.

You can steal from NPC's to level up. it's not just players, you just steal from weak NPC's, like those up by the den, like rave parties, (And maybe plant items on them to, i haven't tested doing that since the last wipe).

This is about PvP stealing, everyone forgets the massive amounts of loot thieves have farmed off encounters before.

Maybe not, but i'm pointing out that thieves can and do make more money from NPC's then players. and newbie thieves can level up from stealing from NPCs, than use their loot to buy the thief outfit and steal from players in towns if they want.

10, then 20, then 30, then 40, then 50, then (75?) then 100.  Something like that, each consecutive steal you get in a row adds on extra exp per.

So all you want is to be able to see who are thieves before they start their actions. That's ridiculous.

As for making more money of npc's, sure it can. But npc not always have stuff worth stealing on them.
