If you are running around in the vs encounter hotspots and not seeing anyone at all then i suppose it is a little concerning. May help to check the player count and are you more concerned about you not being able to spot wastelanders or others running into you?

Also if you play rt and are in and out of encounters for not very long you are essentially reducing the chance of somebody stumbling upon you.

I see people every day in my encounter options window, often several times.

Once every other week someone drops in on me.
(I leave very quickly except when hunting, which I do away from main lines of movement. This is probably why few people get a chance to drop in on me.)

depends on your time zone and ODM, the lower the ODM the higher the change to encounter

but somethimes player encounters are not good

places to avoid player encounters:
-near guarded towns
-near TC places when friendly aliances are ocupi-ing town
-from respawn points to guarded towns

I have never met anyone this season, made 6 character. During that peroid I had about 5 situations when someone entered my encounter.

Maybe you just don't know where to look, or when to look.

I can tell you right now that I have no problem whatsoever finding PK'ers or wastelanders in general, on a daily basis.
I'd be seriously surprised if I didn't run into any players in some specific squares.

Use your heads to work out which sectors are popular traffic zones.
Also, you cannot encounter a wastelander if he isn't already in an encounter himself.
 

Tip: Look at "bottleneck" zones like near SF.
I wouldn't go there looking for a fight without an 18AP build tho

well, then I think its okay if its matter of own settings. Truth is that I aslo havent played TB this season.

That has nothing to do with it.
You take the setting of whoever started the encounter, regardless of your setting ingame.

If someone goes into an encounter first and is set to RT, you will enter it in RT regardless of your selection or settings.
Likewise for TB.
