Way to make heal kits usefull.

Remove cooldowns for first aid and doctor skill, and make players able to use theyr skills only if they have first aid kit (or doctors back, for doctor skill) equiped. To make it easier to find simple first aid kit and doctor's bag, add the possibility of buying it through a dialogue with doctors in all cities, and reduce the price to 300 caps. After several uses (maybe eight) of first aid kit (doctor's bag) it disappears. And finaly, review existant boosts for FA kits, and doctor's bags.
I mean:
First aid kit - gives possibility to use first aid skill,
First aid MK2 - gives possibility to use doctor skill + 50% boost to skill,
Doctor's bag - gives possibility to use doctor skill,
Docto's bag MK2 - Gives possibility to use doctor skill + 50% boost to skill.
Something like this.

Use search, this was discussed over and over... No CD means FA levelling with no risk. Neccessity of having FA kit and Doctors bag would just make the game more frustrating

CD is a must, except you want botters level to 21 in 2 hours.
But the idea of not beeing able to use FA or DOC without item sounds good. This way medical stuff would be much more usefull. I usally see stimpaks only in PvP, if someone goes hunting FA is usally enough for most of the people.

Just leave it as it is, really, you didn't need one of these to perform Firstaid or Doctor in the first fallouts. (At least fo2 for sure) Plus, it would make higher levels live's easier and of course, lower level's harder, which is already a bit skewed.
