this Perk it is let to take 3 times.
We will suppose a personage is created, having an only 1 Strength.
Taking this перк 2 times(!) it will be possible to use any a Throwing Weapons(Distance of throw does not change thus).
third time to take this перк taking is senseless(and this at initial Strength equal 1)
Be more logical, if this Perk will add distance of throw.

It's hard to understand what you wrote, but: 1 + 2 + 2 + 2 = 7, a third level of the perk is helpful even with 1 Strength, unless you are saying that the third level of the perk is broken? For example, throwing knife has 16 range, so 6 ST can be helpful here.

It's ST*3=max range you can throw.
Throwing knife needs 4 ST to operate it properly without penalty to hit. I think with 1 ST and even x3 Heave Ho you'll have -60% to hit with throwing knives, because you don't have Weapon Handling perk.
So, with 1 ST you can throw everything only on 3 hexes, each Heave Ho adds 6 hexes for throwing, but it'll never get over weapon's max throwing range. So 3rd Heave Ho is really useless, because it takes 1 perk slot to add to you 1 hex for throwing knife if you have 1 ST, what is useless too, because it'll take also weapon handling perk to use knives properly, so noone ever will take 1 ST and spend 4 perks (3 heave ho and 1 wh) just to throw knives normally with 1 ST. Heave Ho should be changed  like 1 rank and giving 4 ST for throwing so it'll be worth perk for taking.

hell no, it should be perk changing max throw range by 2 or 3. A person with average strength, which has concentrated of mastering throwing should be able to get into 21 or 24 range :>

Just like this. At the lack of Strength perk Heave Ho! does not decide a problem without Weapon Handling perk. If Strength seizes, Heave Ho! SIMPLY NOT NEEDED!!! For other types of weapon of Weapon Handling perk decides a problem with the shortage of Strength.
If for Throwing Weapons Heave Ho! perk will work similarly as Weapon Handling perk for other types of weapon, it would be only justly.
