They have them.  They used to have merc caves with 0% weapons but they fixed that.

A friend of mine and I found a cave with raiders, one of them with sniper rifle, so it is confirmed

I've ran into a few caves with Mercenaries in them, but I've always been on alts and didn't want to risk bursting the first merc only to have 5 others with combat shotguns, ARs, and the likes come running toward me.
