On wiki it says merchants who have SG, but so far didn't find any with it.

Also, funny how they say SG maybe not be as strong as EW or BG but it's more common, so far found all BG and EW on merchants and encounters, sniper rifle nowhere.

Sniper Rifles:
1) Fortress at gunrunners.
2) SF at gunshop on the east side of street near city entrance.
3) In pre-wipe, don't know now, Adytum gunshop on the east with workbrench.

May be also Buster at NCR, but I don't like to talk to NCR traders and they don't like me too, so don't even know what he's selling.

if you got the caps  you can go to gecko and buy ghoul sniper mercs, kill em, take snipers, and keep on buying.  but about 10 seconds after I post this the price for that merc will probably go up about 10000 caps so...  fuck...

I found some NPCs that sell them: 1 in san francisco and 1 in new reno, in case someone else needs to know

The gunshop in VC's inner city sells them too.

Aren't all these merchants only selling them because players sold them to the merchants?  Or when they refresh caps do they also refresh certain guns and ammo?

I was under this impression too but it seems strange to see a 0% det sniper rifle at a vendor so it could have just been repaired after it reached a little broken status. btw i saw a 6% det sniper at percy in gecko.

Seeing some of these weapons with 0% det makes me doubt it (especially the harder to craft ones) but it is possible. Would be great to have some info on this from the devs, but I guess they're busy with stuff more important.

I think that when caps refresh, so do part of the other items.
The amount of 0% det. items on certain vendors also make me belief they spawn in a vendor's inventory when caps do.
It's an assumption as I'm not 100% sure, but I have noticed mentats and/or buffout on certain vendors and stims and superstims on others.
I have also seen several 0% det. SMGs on 1 of the smaller vendors, several 0% P90c and several 0% det. 223 pistols on the VC inner city gunshop.
Others might have seen similar things on other vendors.

Just because they're 0%, doesn't mean that people aren't crafting to sell.  I mean, a sniper rifle goes for 6k or so brand new, I think.  I could see people selling them without taking them out for a spin first.

I see the same 0% det. weapons at the same vendors regularly.
I doubt people are regularly selling 1 kind of crafted item to the same vendor.
Other vendors are spawning drugs from time to time.
I'm quite sure the gunshop in the Hub spawns drugs from time to time: stims, superstims, mentats (not sure about these) and buffout
