Before you say anything check crafting table.
Crafting table: Profession lvl 4, 10 Good metal parts, 5 high quality alloys, 10 Microfusion cells
- # No heavy armors (Such as Power armors) and high-level weapons (Such as Gauss rifle).

Ok Char has Armorer 4 and is BoS member.Char does requirements (quest X or X reputation) for getting PA blueprint.Char receives perk "Power Armor Training" which is needed to equip PAs.Char can now craft and use PA.
I think this system works. Alting wouldn't work because only BoS members could use it and only after they had the perk. To be a BoS member, you can not be in a player faction, so there's no issue of distributing them to every member of a gang.
1 alt is faction leader, all the other characters are friends of the faction while in BoS.

You will later have to spend much time to meet the requirements of gaining the next rank in faction xy, so its not that easy to just alt it.
