Can't talk to some merchants even with CH 3

My Special is 5 6 6 3 3 8 (Small Frame) 10, yet I still cannot talk to *some* merchants and npcs, for example, Buster in NCR and the other dwarf in the Fortress. I'm guessing a minimum IN is also required to shop/talk? If so, how much?

Hurr. I should've asked this when I noticed it after first stepping into NCR, instead of playing the character for hours first. Thanks for the quick reply, though.  :'(

I could talk to buster with 4 IN tho i think, have one dumb melee char.
