This may be a noob question but all morning the server keeps going down and up every few minutes. Is this normal?

No...usually there are rollbacks too.

This is not a explication why server crash every 15-30 minutes. Thanks to share information with us.

It's like you go back in time

Lets say you go to your base, get like 6k caps, and you go to Reno to buy a scout.

Then you go and buy car and you go to your base to park it, but then server crashes, and rollback happens

you log in and  your at your base again and your barely getting your caps, and you don't have car yet

So what your telling me is that "Playing" this game causes the server to crash?

nah, was just kidding, I really don't know why server is crashing :O

Server is not going down, it just gets stuck during saving game because of technical reasons.
In the moment there is no dev around who could fix it (with password to the machine).
Please be patient and don't make new threads, thanks. 

Situation most likely will repeat itself, so don't make a new thread every couple days when it happens
