I saw someone with 330 HPs, he was a real player, so ... how can I did it ?

As far as I know, the character you're talking about is not a player. It's character that has some role to play in NCR, and therefore he was given more HP than normal. Cpt. Bold is NCR's unoficial police leader.

i however saw players with 250 hp walking around in NCR with bluesuits, i guessed they maxed their str, EN, and took 2 life giver perks

Yes. Starting HP formula is 15 + ST + (2 * EN).
And each level, you have (EN / 2) + 2.
A character with two lifegivers and EN 10 will have approximately (depending on his strenght) 249 hp at level 21.

Maximum is 253 HP (10 EN, 10 ST, 2 lifegivers)

Max starting HP = 45 HP

Max HPs from leveling up from 1. to 21. lvl = 140 HP

Lifegiver taken on 12 lvl gives 10*4hp = 40 HP
Lifegiver taken on 15 lvl gives 7*4hp = 28 HP

140 + 45 + 40 + 28 = 253.
