But isn't the only way to go in Lost hill bunkers by being a BoS member?
Yes

Also, Power Armor craftable is a good idea, but not everyone will have the caps, only big factions like SoT
or whoever does Town Control because they are the only one with caps.
Unless someone farms and sells spears or pelts but that will take forever.

I don't think a base of 10K would be bad, maybe on the parts though they could spawn at certain merchants. Also if the parts were barterable against midrange stuff like laser rifles, assault rifles, etc. that could be used to offset some of the cost.

The idea would be not to make it super easy to acquire Power Armor, but conversely not too prohibitive since you can still lose the armor via headshot or whatever. Give players a few different options for finding parts: such as quests, random encounters, and merchants. And don't kick them in the nuts by saying that they need a high repair skill, an advanced workbench, or blueprints. What they need is an assembly line willing to produce them a set of armor.

maybe just let one PA spawn in random HQ shop every 24h ...
so only luckiest will have it and there would be not too many of them on server
i believe they then would be like companions just rarer and they still wear off after some time

PA would ruin SG snipers and bursters.

Unless the PA gets extremely nerfed two BG bursters could just 1hex each other until one runs out of super stims or his PA breaks.

PA would be good if we had a high level cap with characters able to use all kinds of weapons, otherwise people will just make builds to counter PA.

Let's just leave everyone with combat armors for now.

And what's the problem?!
You get armor to counter damage, not to change your sprite. You should last more if it should have any use.

The far biggest problem with Powered Suit is the strength bonus. While it is somewhat balanced and does not really give anything very much extra, the people WILL do new characters just to move points from STR elsewhere, creating kind of PA alts. Bringing this kind of material would require some changes to how the game works, if it is supposed to make game more fun.

You can imagine how tricky must it be to introduce valuable item, when everything can be lost in a heartbeat, and players can freely create more characters to stockpile no matter how rare stuff, if it's going to be grind based. If one go for random based acquisition it'll be just as much unfair, only more annoying.

Personally I think it'd make more sense to see a limited use in controlled scenarios (PvP and PvE, just like players joining BoS or Enclave and fight each others for some objectives, or just going out with their faction for some dungeon or whatever) where nobody get's advantages. Even though alts will be everywhere, it can still be fun. But not everyone likes "theme park" style ideas.

Lets imagine BoS would lend a PA to someone coming from outside for supplies. What would they do to ensure that their precious piece of technology will come back in time?

They will install a bomb. If the PA is not back in a week, KABOOM!

This way you can use it for some PvP, but not stash it. It will remain something exclusive, but attainable.

I think I'll start putting bombs in my lighters...

Bomblighters are a splendid idea, same with pens.

But seriosly, what do think about PA for lent?

No.
The whole rent-a-PA idea sounds sorta silly.

And why is that, when the BoS want to keep the wild outsiders from wandering the wastes in PAs?
The BoS arent knights in shiny armor as they were in F3, they're xenophobic elitist technology worshippers. Their toys are THEIR toys, nobody else's.
Unless of course they want something from outsiders, but even in that case they will go and try to restrict the allowances to thier hightech and this is something i would imagine how they'll handle it.

Crafting PAs would be even more sillier.

Yes they do.
They wouldn't rent power armors to get something they want.If they want something from outsiders they will trade their high tech weapons for the thing they want.
Also I didn't mean crafting from scratch,no one can according to canon not even the BoS they can only reuse old ones that is why i added power armor parts to the crafting list .

And in the end we stand before one problem. Noone aside from Brotherhood owns PAs.
Because its a rare, arcane technology. Solution. Find PA elsewhere, like in some kind special encounter, as a military installation guarded by robots. Another problem, this encounter will be farmed. Solution. Go against canon and make PA use special fuel, that you can obtain only at Brotherhood. But isnt it kinda pointless to discuss something that wassuggested that often?

This takes place only several years before F2, and there you could even buy them in San Francisco. It's probably that those Chinese guys trade with brotherhood or perhaps it was just there, who cares...
