How many pe have guard's in town's?

Low, I had 290% sneak and they spot me on 3-4 hexes, means something like 6. At least in NCR.

Then they changed it, because some time ago (when you could crit burst with SD), I infiltrated NCR -100500 rep and they shoot me on sight, and that sight was 3-4 hexes, so I could continue assassinate innocents with -infinite reputation. But then there was an update removing SD bursting and yes, I couldn't enter town anymore, I tough it's a feature: disable sneak for vilified players, but seems like they are boosted guards' PE.
