hmm, maybe add another workbench to ncr because of the simple overcrowding issue, i've seen the entire room crammed with crafters waiting to use it, and while you're at it remove some guards from the bazaar and encourage the players to be about in the town, it's so empty...

i got better suggestion ..like ealier you could carry workbench around the city now you should be able to carry it to your tent ! ^^

Maybe you should go in an other town, there're plenty of free workbenches in the wasteland !

Having a workbench at the front of town gives players less need to save up money for a base or join a pre-existing faction, so I think the location is fine.
