Idea is simple. Give purpose to one item: Lighter. I can imagine situation, where players would share their lighter before action.

Sounds fun. Imagine situation when whole TC force withdraws because noone grabed lighter. xD

This wouldn't change much. Besides, drugs are taken on worldmap.

However the lighter could remove the -1cha drawback from cigarettes because lighting a cig with a zippo is "cool".

I remember there was a suggestion somewhere about using lighters to reduce the amount of AP's needed to throw a Molotov Cocktail. That one was cool although it was about a rather marginal weapon.
