i am just wondering....considering that one cannot craft PA and variants, is there a set amount of armors in the game? Where does the PA then come from?

Special items such as Power armor gets in the game by GMs. And from GMs it goes to some players who get it on events. Also there are some who are selling theirs to others so part of players got it that way. And since those armors are in the game this way only their numbers are small compared to every other gear...
