Great but Players are diffrent right how do i know how many players can i take with me max? And how only charisma 10? how many players is that? 10 other players?

It depends on what you have in mind. If you ask, how many NPC followers you can have (in the sense, that they are yours and you can command them) its based on Party Points (Mercs, Companions), Number of Mercs you have (Slaves), Number of dogs you have (Brahmin) and that's all written on http://fo2238.fodev.net/wiki/Followers page.

If you ask about how many followers NPC or PC you can LEAD on World Map, it depends on your Charisma (and Magnetic Personality perk) and that's all written on http://fo2238.fodev.net/wiki/Charisma page.

Yes, the articles about followers, mercenaries and slaves and related pages could definitely use some rework. But I don't know who would do such a job. I personally do not have a time for that

Eh... Ball gag isn't available, you can't become a porn star. But you can give one of the Corsican brothers a BJ and receive 5 caps.
(Was a popular money exploit in the beginning of the session, people sucked themselves a fortune. It was hilarious.)

FOr example
things like
 *thiefplayername* was spotted by gaurds while stealing
Can i (the victim) shoot him (probabbly yes)
can others shoot him
how much time to shoot?

the old other messages were like this and are perhaps no longer ingame

"Somebody tried to steal from you"
"Somebody is interested in your possessions"

Reward can be collected in NCR when im online.
