Example: Bonus Ranged Damge
Your training in firearms and other ranged weapons has made you more deadly in ranged combat. For each level of this Perk, you do +2 points of damage with ranged weapons.
In the Description the perk has nothing to do with luck....
Another: Toughness
Although I cant find anything in description, seriously? What in any world would luck have to do with being tough?

Plasma rifle and FEV don't make sense.
Also yes it make, sense. If you are lucky the bullet won't hurt important parts of your body. And if you're lucky your bullets will touch important part of ennemies body.

Thats what the critical table is for ....
Plasma Rifle and FEV are a totally different case, and we don't know if its not possible yet :P.

If we go like that then Luck itself and Finesse and critical hits doesnt make sense.
but this is a FO not COD not everything has to make sense...

Although I could agree to Bonus Ranged Damage I just couldnt agree up to toughness. Thats powerbuilds dilemma and it should stay this way

There's not much point tweaking perks until the whole thing gets totally overhauled. Whenever that'll be.

What problem to have 6 LK?
ST: 1 or 2. Depends on what weapon you use, if 5 ST, then 2 + 1 buffout, if >5, then 1 and x2 buffout, so it's not logical to waste points on strength, but only if you're HtH character.
PE: max 8. Under x2 jet it'll be 10, if fight isn't serious (PvE) you don't need PE much.
EN: 6. For toughness, with buffout it'll be 9 or 10 with 2, against criticals.
CH: 1.
IN: 7 If ST=2; 8 if ST=1. (all points that left after all other SPECIAL + Small Frame trait, if without trait, then 6/7 IN)
AG: 7. It'll be 9 or 10 'cause of 1/2 buffout, if 9, then 10, because of nukacola.
LK: 10. For criticals and against criticals.
If you want your LK only 6, then you have 4 spare points left, if you don't like to be sickly, you can spend it on your ST.
Edit:
SPECIAL in case of 5 ST (2 base ST) and x1 buffout, x1 cola and x2 jet:
S 5
P 10
E 9
C 1
I 7
A 10
L 10
If you're BGer and have 1 base ST, but x2 buffout and x2 Jet:
S 6
P 10
E 10
C 1
I 8
A 10
L 10
What a reason to have less than 6 LK?
Only if you're leader build and want to have alot CH.

Maybe delete LK, but place it with "Good" SG,BG,EW skill?

HKO and Sims doesnt have S.P.E.C.I.A.L and you try to destroy means about S.P.E.C.I.A.L

Man! Its called MMORPG - RPG says that they uses rolls - for example basic damage rolls - so why you want kick out luck from game ? this is not fps -.

These perks have absolutely nothing to do with Luck, ones about skill, the other Endurance, you guys have wrapped your minds around the idea that this will make useless and you know thats bs, people will still need good luck for more criticals and Better Criticals, and to reduce the amount of ridiculous flame I'll suggest two other perks that NEED a Luck Requirement:
Cautious Nature:
You are more alert outdoors and enemies are less likely to sneak up on you. With this Perk you get a +3 to your perception in random encounters when determining placement.
Explorer:
The mark of the Explorer is to search out new and interesting locations. With this Perk, you have a greater chance of finding special places and people.
(I know this perk is useless ingame atm but if devs ever find use there should be luck requirement AND Outdoorsman)

Cautious nature is not useless, its just not AS useful as other perks, but some people still take it, and I pointed out Exploerer is useless because it has no function as of yet.
