With the looting of armors on NPCs, you can actually get all the stuff you need through farming and PvE instead of crafting. Any stuff? No! You can't get your drugs! Especially now drugs are especially painful to craft (or not available at all for some). Even jet, the only drug farmable ATM, is very painful to find.
It's why I would like to see some NPCs encounters having drugs on them. For example, prospector and claim jumpers near Redding could have jet, hubologist near SF could have mentats, mobsters, yakuzas and gangs near Reno jet and/or buffout, BoS and anklav patrols could have psycho and/or buffout on them, same for NCR army which could have few psycho and super stimpacks. All caravans could have cigarettes, beer and nuka cola. Those are just examples of course.
Second things, there are some weapons/armors which are simply not farmable at all, which is kinda sad, especially now that many encounters are harshers. For example, since plasma pistol have been replaced by rifles at anklav to get them stronger (it worked ;p), some mercenaries/hubologists could get those. Improved flamer with fuel MKII could appear in the hand of NCR caravan/rangers instead of regular flamers. P90 and pancors could be given to various NPCs instead of assault rifles/HK caws. For armors, tesla and metal MKII could appear for some encounters (I know enclave and brotherhood armor will eventually be added too, why not improved versions of metal).
Last thing, anklav and brotherhood don't drop their armors for pretty obvious reasons. But I think making them drop their armor automatically beyond repairs to allow to gain few HQ ressources by dismantling them would be a nice little bonus (support perk "power armor skinning"? ;D).

Putting hq stuff for enclave is a bit dumb because those guys are easiest to defeat with exploits rather than front heavy combat. For example current vc patrols, previous ncr army and similar encs were defeatable with good tactics and gameplay. If you try to fight enclave head on they will just steamroll you due to superior hp and 12 aps.

Other than that, I support this suggestion.

Jet is already farmable btw.

This is what I like to hear.  I have personally had more player/player interaction farming than anywhere else.  Sometimes good, sometimes bad, such is the wasteland.

What I like about this system is that I can get Combat Armor, if I can handle the fight with the NPC(s).  What I farm is in lower condition than what I craft (it is used and all, right?). 

It makes perfect sense, and still gives crafting a place in the game, and helps to encourage farming.
