Oh and GM crits don't count since they can edit their abbilities/perks/specials

I think even NPC's EN still plays role in instakill safe throw roll. Simply not all NPCs have 10 EN. ;p

No, it's not... why do you assume that? Those are the Enclave guards that used to be in the respawn points before they made better maps for them. They had 9999 HP.

i remember player that tell me about krit 9995 at enclave guard by unarmed (or my memory very bad).
