Just want to know.
If someone steals from me in VC or some other NPC guarded town - can I shoot him or the guards will kill me?

Supposedly they become unprotected and can be murdered, beware the guard AI disagrees with that pretty often

If you're chat log says "Someone has just stolen from you!" or a guard says that are shit.

They need to be spotted by guards. If you see "[thief] tried to rob you!" or if you see a guard shout "[You], looks like [thief] is interested in your possessions." then you can safely kill them. They can be unprotected by failing, and you may not see guards say anything (or they may say "You failed badly." to the thief). But they can still be killed then. It's sometimes trial and error.

You can't kill them with weapons in NCR and VC innercity without being killed yourself for carrying a weapon in your active slot.
The same goes on for Junktown, not sure about SF.

10 PE and decent luck ensures that even 300 steal thieves will fail from time to time.
nothing more enjoyable than watching a thief lift 2 things from me, come back for a 3rd, and then get popped in the face by a burst.
