Make Slayer a lvl 21 perk

My reasons for this are as follows:

1) Hth chars are useless as anything but pve farming.
2) Without aimed shots their damage is so low as to be completely ineffective(Melee fares better than hth, but even end game weapons can't compete with guns).
3) Players can avoid aimed shots by just walking away. Even regular shots in rt are hard to pull off unless the person runs past you due to the "I better stroll over to punch him" game mechanics. This is a holdover from tb combat and has been on the "to do" list since fonline started.
4) Unarmed builds already can easily get 100% crit but it forces them to not use unarmed weapons/use aimed shots.
5) hth builds need better crits to be effective, which requires 6 pe which is a wasted stat as PE is useless for hth.
6) Hth has terrible perks. Faster hth is great, but bonus hth damage sucks (should be one perk for +6 dmg imo), hth evade would be cool if it worked in rt as well(or worked at all), Silent Death is totally useless because having decent sneak means having 10 int and only one other skill past 100% and you can't even sneak within 3 hex of someones back so its impossible to use unless as a one shot turnbased attack for pve.
7) Slayer isn't as cheap as sniper because of the severely limited range

I think that enhancing hth combat is necessary. Cultist has right, melee is more powerful and it remunerate approaching to enemy because of big damage. It's a fact that even 10mm pistol with 109% of small weapons skill is more effective than 130% of unarm.
Fixing HTH Evade perk would incrase effectiveness of unarm skill.
I think slayer should be available on 18 lvl because hth criticals arent very strong and it would make unarmed fighter proportional powerfull to other fight characters.

i think that HtH evade is now worked,if not it will be working soon
and if every one has the Slayer perk it will cause mayhem in guarded towns
but i think the best opion is to fix Run and Hit,not walk and hit(NPCs have run and hit,and they are annoying cuz you will get hit eventualy cuz tehy are faster than you)

I think we need a HtH and melee server.  (so we can dine in hell.)
