300 skill  (Trait Skilled + 10 IN)
Ghost    (perk)
Silent runner  (perk)

For the sniper us doesn't suffice 4 perks, 4 stats and 100-200 skill point

to get sneak 300 you need int 10(no good for sniper)3x educated+ sneak perks(so you can't get more criticalsx3 and better criticals)

sneak snipers are impossible, get this notion out of your head and pick a real build like 7 PE sniper.

Sneak naders just need to swap up frag nades vs tesla armor (very low explosive resistance plus knockdown) and have plasma for all others
