Strange. I didn't knew BoS Rep was tied together with Remnants of Masters Army Rep.
Anyway, here is  a little graphic, on which the most encounters of your asked type occure.

Its not in the wiki but the same is true of the enclave, if you join them you get killed in most towns even though you are only supposed to be shot by patrols according to the reputation chart.

About Ramirez, I don't think you need that Ramirez really, it the same as guard in NCR says "If you have problems talk to sheriff." or something like that. Just floating text....

Does the "Talk to the guard to get a bonus to the Small Guns skill" has a level cap or something?
I tried it some days ago, but wasn't able to complete

I have CH 2 and used mentats to get CH 4, but he was responding as if my CH was still to low ("who let the freak in"... etc.)

now i do not know, weather it is a bug or a feature
