Every major faction has one enemy.
Why not put an npc questgiver in every major city that will exchange something say "tags" for a bit of caps and XP and maybe some reputation also.
Say you want to work for NCR.
This guy will give you a quest to collect raider (or what ever designated enemy) "tags".
You go hunt em,they drop what ever + "tags".
Profit.

yeah i was thinking of something similiar to improve competition between factions
a fame system would be cool,u start of as rookie and as u kill other faction members (players only) u would be promoted to other ranks.. the higher rank u kill , the more points u get to be promoted, and the higher rank u are the higher is the reward (cash for tags, or ,more easily programed, a npc at each faction base that gives u cash per day,in real time, aslong as u collect it)
also the opposite would hapen ofc,if u get kill ur fame will go down along with ur benefits...
fame system is a good way to keep players hooked since all of us want to be famous in the wastelands, its been prove very effective on other mmrpg so the only real question is: are the masterminds behind this project ready for this?or is it to soon?

i dont see fame implemented
you can do a lot of things with reputation as it is
they could implement bounty hunting with the help of reputation also
anyway we are straying too far from the original subject
"tag retrieval" quests can be made possible since they have a similar modus operandi as shit shoveling

fame, reputation its all the same
bounty hunts are a bad idea becouse of the HUGE map size
but still ur main idea is valid

It doesnt have to be fame!
As it is now reputation decays far too quickly! Make it last longer and then give a bonus to "charisma based" skills. Ie if I do a repeatable that sends me to kill raiders for NCR I should get some money (plus the loot from them) and 50-100-150 (or whatever) fame for the quest (repeatable once a day). This reputation (that doesnt decay) means you get a bonus on Speech and especially barter when dealing with the vendors of a given faction!

Srsly dude, its cool that you wanna help but suggestions are rarely included so dont except to get an official to work out NPC dialogues with ye.
By the way : I support your idea of repeatable quests. would make questing more durable.

So about every faction having a major enemy, there's a big difference between killing a VC patrol or a group of raiders compared to a BoS patrol if your an enclave member....
