Hinkley - player killing exp

Killing players on hinkley arena should give exp:

Lvl1 = 10
2 = 20
3 = 30
...
21 = 210

I think a flat rate of something like 20-40xp would be good, regardless of character level. If someone is prepared to grind that and level up that way, let 'em.

I think a small xp bonus would encourage players to use Hinkley.

If you stick to 20xp a kill, No.
If you want abuse xp, go kill mutant molerats 2k xp every 5 min. (okay 10 minutes then)

It should increase your rep 1 per kill with NCR/Hub and other towns, but not higher than 1000.
Or they should make rep diminish while you're online, because only when you're offline your rep diminishing.
