Not maybe with mauser, but they are "little" bit strong.
So they can be even little weaker than before.

What? When I tried kill BoS patrol with my friends, most of us died before we killed them, so it's not so easy... And no one is trying farm encounters except SF caravan, because in most cases ammo which you used has bigger value than stuff you loot.

and yet enclave and BOS is still farmable with little resource/no risk with the right build.

And what is the option "Kill everyone, but don't touch me or my friends" in mercs attack style options menu. How it should work?
