Pathfinder could boost your speed only on terrain, that slows you (mountains,..), instead of general speed boost. If you will allow this, you could boost pathfinder to previous values (pre-wipe).

That would make sense... obviously you dont look for a way through on a plateau. Pathfinder could have more boost to outdoorsman as well...

It might be me, but at the moment with 1 pathfinder, it looks like speed on flat terrain increased, while speed on mountain terrain hasn't changed.
If it did, it's not noticeable.

With the Survivalist perks you can get enough of a boost in outdoorsman.
Pathfinder should do what is says, increase your speed.

It does, and it does it exactly as it always has. (Which it seems is the problem )
