Maybe someone tryed to steal from him, fail and guards cant kill/flag this guard beacuse they werent there. Or dont know ...

Some thieves like to camp there as it's a small room and easy to block.
Especially if 2 thieves are working together.

I don't think thieves are what he is talking about... more like, people with guns camping the inside of the Vault, or something like that.
