Psychotic guards at NCR

If you're standing near barrel at north tent, then yes, but guard near Buster's tent is maniac who always bursting.

Can't you just seriously boost Sha Enin's hp?
It's annoying to see him dead so often, especially since trading is already harder with only 1 person at a time.

DT and DR, not HP, I deal to him 304 damage from point blank.
So he should have CA-armor-stats and alot HP.
+I can make 2nd burst, not only 1.

Edit:
Oh and btw he should have respawn time like 1-2 minutes, only then I'll stop killing him.
Oh and he is dead again.

Whatever makes him stay alive.
Current trading system sucks, no matter if you're trading in NCR, the Hub, VC or SF.
People use steal or FA on you get you away from traders, push you, etc.
Some assholes just deliberately keep traders occupied for the "fun" of it.
Having a dead trader around only makes it worse.
