Hunting low level blue suits in teams is grieving too but as said off topic.
Nevertheless perhaps we should have a topic discussing how broken that is for the victim.

Suggestions have been discussed, autopush was a good one.

SHH he'll get mad and make a list again..  Thieving itself is ok, and the autopush isn't bad idea, but I think there should be more to what happens to thieves then just you're unprotected but no one knows you are so by all means keep taking.

The victim knows.
If someone tries to steal from me and fails, I shout to tell others.
Some others do that too.

I know.
Just like none thieves shout the name of people harassing them like pushing them away from traders.
Look at it from the bright side, this way there's always something happening in NCR.

Thieving works fine the way it is.
Suggestions have been discussed, autopush was a good one.
If you know its off-topic then why are you still typing it?  Can't stand the urge?

But has any of it been implemented?  Accepted by Devs? ... No, they have completely ignored that thread.

I made that comment to make a point.
People complain too much about certain aspects of the game.

Have devs read that thread?
No idea.
I'm sure they at least saw it.
Perhaps they have things planned to nerve stealing, perhaps they think it's fine the way it is, perhaps they think it just needs some minor changes.
We can only guess as with many other things that need fixing or changing.
The only thing that does come to mind in such matter is this wiki page.
