I've got a tent now, but honestly they're a lot more rare than they used to be.

Don't think I have encountered them yet near NCR.
Plenty of armed npc around NCR though.

You're not forced to make a tent near NCR.

I've personally moved to the hub, with the car dealership there and the "easy" way to get my GITD alcohol supplies as well as materials for most items I consider being important it's the place to be, hopefully some people will migrate in there to make it more populated, NCR is overrated anyways, hub has a tighter security force in general.
