So I was playing on my Big Guns character and I had just crafted my first rocket launcher. I have never used the rocket launcher in any Fallout games, so I was excited to use it. It has a very personal feel to it since you make every single rocket you fire. It was a very fun experience crafting my own weapons and afterward I couldn't wait to use it. I got the feeling I'm sure we all know where you just want to blast someone with your new toy. The dilemma is that the blastee will never understand that I am giggling unrestrained at his formerly ungibbed self.
The end result is this: I want to be able paint a picture or a simple message on my rocket, which the other party in the rocket exchange would be able to read.
The suggestion for implementation is as follows:
1.) Players qualified to craft a certain rocket may paint a simple picture or a few words on it
2.) Drawing on a rocket would increase one's crafting cooldown sufficiently to keep rocket messages from being on every rocket. 20 minutes might be good. The idea is to keep them impactful and special, not just lots more bullshit in the combat log. Perhaps also resources would be needed for the paint (fruit, fibers maybe).
3.) The player would have to choose which, a picture or a few words. The rockets are small after all.
4.) Pictures would be chosen from a preset list, which could perhaps be expanded as time went on. Examples would be a happy face, an angry face, obscene hand gestures, etc.
5.) Words would be chosen from a list of options, or the player can enter seven or eight characters of their own. The limit is to keep it simple.
6.) I would suggest that words require a perception check of the character they hit. If the check succeeds, the player "notices the words KABOOM! on the warhead before it hits." in the system message box. If it fails, "you notice something was written on the warhead" or something. Pictures are auto-passed. The difference would make each rocket more personal to the target.
