Doesn't increase Special Encounter chance, but they do exist.

Not swift learner, it's useless in the long-run, educated is okay, if you need high skill points, Survivalist is best taken when you already have your Outdoorsman above 120 and beyond that, because it doesn't take the increased skill points needed into account.

Depending on your build, there are other great Perks like More Criticals, Toughness, etc, but out of the 4 perks you listed, I would go with Survivalist if you already have high skill, or educated.

As I have only 40 Outdoors, I think ima go with Educated. Thanks!
Anbother question though: is there some warning shown when your tent is about to dissapear (after 4 weeks i think) or it just goes away and you loose your stuff if you dont make a new one in time?

You just need to log in atleast once per 30 days, or else it'll disappear. There's no any warnings.

1. Is there any difference between supermutants from BH except their hit points? I mean if the one with more HP have also higher big gun skill or damage resistance. (see their statistics on wiki would be fine ;))
2. What shall I tell to my merc/slave if I want him to shoot everybody (tent guard). I am in NPC faction and I am not sure if some follower is in the same npc faction like me.

1. more hp = more skill afaik so yes...

2. attack any wastelander you see.

Small Frame + Finesse

A good SG-sniper build, or can anyone recommend me a better one?

4 ST?
Finesse?
Damn it.

4 ST means you're going pistols, so take One Hander trait instead of damend Finesse.
Or make 5 ST and again don't take Finesse.
Or take Finesse and then lower LK to 6, and shoot hands whole your life, because with finesse you'll never be happy with this "damage", but +10% crit will affect hand critical good, because LK plays minor role there, so 8 or 6 LK won't change anything and you better spend these 2 points on EN.
If not one-hander and not finesse, then you can take good natured to boost doc+fa.
Also if you don't have 10 AG, you can take kamikaze trait, so your drawback will be lower, +5 sequence really does nothing if you're not going TB, but I don't like +6 bonus to AC ;p  I prefer +0 or +10.
So small frame+good natured and 5 ST
or small frame+one hander and 4 ST
or small frame+finesse and 6 LK, and forget about head/eye shots.
