You can only be in NPC driven faction or Player driven faction.

I think in every unguarded mines, but i'm only tested in Redding.

Edit: Sorry i read wrong.. they cannot mine HQ ore.

They can mine hq minerals there, but not hq ore.  I'm trying to find a place where they can mine hq ore.

Actually yes you can, if some high ranking member of the base adds you as a friend in the terminal database. Once it's the done, the next time you enter the base you will receive a message that looks like this : "You now know the way to this location". This way you get access to base without actually joining the faction !

You will lose location when you die in the base, so dont do anything stupid.

Sell stuff to Buster in NCR to get rep with NCR (Sha Enin gives rep for Freetraders edit, if i'm wrong)
