Not sure i understand what you are asking, what charisma does your character have?
Better yet why not check this. Depending on what charisma you have will be how many players and npcs you can have following you.

You can be a 'Friend' of a player faction and have complete access to their base. You just can't get in the terminal and if you die on site you need to be led back.

Whats in the glow? Is there power armor or something and what do you need to get to the bottom level?
