i remember this same question being answered before, hope you tried the search function first. anyway i recall seeing 180% was sufficient for 95% avoid encounters but correct me if i'm wrong.

its 150%, 200% if you like travelling around boneyard/Glow.

No, Reginmund is right, 180 is max needed for to avoid 95% of time, no matter what kind of difficulty area.

I have 160% and its about 90% avoided encounters.
