There is already places that no-one uses so why make new ones?

Why is it empty? Because there is nothing in them to do. Hardcore said that he would like there to see the city to take over (Town Control). The other cities are empty, because there are not many players.

well, its quite obvious that there is nothing to do in most of those places... except getting killed ;D
