Does barter work

i was wondering if it had an effect on your barter prices cause i havent noticed too much of a change

It affects the time you are able to barter with the trader and some base prizes for certain items.

With Certain Items that whichever vendor doesn't deal in.

sell a gun vendor drugs you'll get a better price for each point in the Barter Skill.
